North America The Beautiful

The North American States (NAS) became a member of the UN in 2022. It is composed of the former states of Canada, Mexico, and the USA. This new nation was brought about by the crisis in the USA of 2021. The new, and last real, President, Kamala Harris, could not get the USA Congress to pass even a continuing resolution to fund the government. The US had been running on such short-term resolutions since 2018, since the partisan factions could not agree upon a budget. Worse, Congress finally also could not agree to raise the debt ceiling.

With these developments, two things happened that threatened world, and thus corporate, security. First, since they were no longer being paid, US military servicemen started deserting. Left behind were military assets that dwarfed those of any other countries. Of particular concern were the nuclear weapons, but the smaller arms were beginning to be sold to the highest bidders. These included nation states, terrorists, drug cartels, and private security militia.

Second, since the USA had essentially defaulted on its treasury bonds, the dollar ceased to have value. Since it had been the major international currency, this upset not only nations but large corporations.

There needed to be a solution, and fast. The US corporations negotiated with Canada and Mexico to form a new and more perfect union. Since, at this point, the US government was largely owned by the corporations, this was the only measure the President and Congress could agree upon. They agreed to unite with the other two states under a new constitution comprising most of the old US Constitution, dissolving any ties to the UK monarchy but with a new legislative body with a Prime Minister. The NAS President was a ceremonial post. All amendments to the US Constitution were incorporated in the body of the new constitution, except the ones that repealed others, and the 2nd was even strengthened.

As a technical fig leaf, the old USA continued to exist, with a President, Congress, and courts, but the new NAS constitution was treated as an international treaty with all powers subsumed by the new NAS constitution, with the US military TDY'd to the NAS. Elections for old USA federal posts continued to be held but voting became even more sparse than previously as these unpaid positions became ceremonial. Federal judges were appointed, but fewer as they no longer could enforce their decisions. US passports ceased to be issued. Canada and Mexico performed pretty much the same national disappearing acts. All old flags were still allowed but had to be flown with the new NAS flag slightly higher.

All current elected federal officials in the former countries were given a generous life-long pension.

The form of the new government was largely that of Canada, with national health care and a national police. The change was insignificant to Mexico except that its former citizens now had free access to all of North America. The corporations, in exchange, gained not only a military to protect its interests, but significant concessions in taxes. labor laws, and even voting rights. All jobs became "American". Many previously illegal drugs were authorized as taxable commerce and previous drug cartels became lawful, power-sharing, corporations.

The US dollar and the Mexican peso were converted to Canadian dollars, and subsequently to NAS dollars, backed largely by corporate bonds and the immense natural resources of the new NAS. Previous national treasury bonds were converted at negotiated rates. Financial stability returned.

The new flag incorporated the symbol for the new currency. English (US spelling), French, and Spanish were recognized as the official languages, with enclaves of others, mostly indigenous peoples.

Naturally, there were violent uprisings in parts of the former US, particularly in the West and South. Most of these were simply ignored. When at last the residents needed services, especially power and medical care, they relented and agreed to pay taxes. Organized resistance lasted not even a year. Individual non-taxpaying citizens were eventually rooted out by the federal police.

After ten years, it is clear the world is better off: the NAS is less imperialistic than was the old USA, and is much more stable, especially with the new House of Commerce, composed of corporate representatives, voting in the new Parliament. Education has been nationalized and there are no more state police. Regulations were standardized over the entire NAS, and there are fewer of them than in the old USA. Environmental regulations are fewer as well, but keeping pace with those of China, a major trading partner, since the USA is no longer competing with it in Asia. Problem solved.

And the national anthem was improved.
