Airline ID, City can possibly be unified using distributed ontologies, industry taxonomies.

W3C answer is OWL, based upon DAML+OIL Web Ontology Language
based on Resource Description Framework.

W3C answer may be too "heavyweight" for industry, but some set of distributed taxonnomies about the service components, rather than just the businesses and kinds of services is necessary. At least the AI community has one answer.
Suppose we understand the terms of the operations messages.

But what do the operations do?

What sequence of operations books a flight, reserves a car, or orders food?
