Redux Goal-Oriented Operator Programming (GOOP)

Web Services are the operators.
Preferences determine which qualified service to use.
Result is service called in current goal state,
subgoals in next states. These states can be ordered or not.
Assignments record states and property values in the states.

Planning rule: prefer to prove an effect for a state rather than achieve it by a web service.
Preference for senior managers encoded as operator choice preference.
