Decentralization based on Protocols - Malone

One of the best examples of (radically decentralized systems) is the Internet. Where no one is in control, no one can shut it down. In fact, you could say that all the Internet is, in a certain sense, is a set of protocols. Anyone who follows those protocols can play any of a number of roles in the system, service provider, service user, network provider, and so on.

If AT&T had been running the Internet, could the Internet possibly have grown as fast as it has, doubling every year since 1988?
